Salary Budget: ₦800,000 – ₦1,000,000 (Monthly Gross)

Job Summary

The Head, ICT is responsible for the strategic planning, leadership, security, and operational management of the hospitals information and communication technology infrastructure. The role ensures that ICT systems effectively support clinical care delivery, hospital operations, regulatory compliance, data security, and organizational growth.

Working closely with clinical, administrative, and executive leadership, the Head, ICT will drive digital transformation initiatives, maintain secure and reliable IT systems, and ensure optimal performance of hospital technologies, including Electronic Health Records (EHR) and Hospital Management Information Systems (HMIS).

Key Responsibilities

Strategic ICT Management

  • Plan, direct, and evaluate the performance, reliability, and scalability of the hospitals ICT systems and operations.

  • Ensure ICT strategies are aligned with clinical, operational, and organizational objectives.

  • Provide strategic input on digital transformation and technology adoption initiatives.

Regulatory Compliance, Data Protection & Security

  • Ensure full compliance with national and international healthcare IT regulations, including the Nigeria Data Protection Regulation (NDPR) and applicable global standards (e.g., HIPAA principles).

  • Implement and continuously monitor cybersecurity frameworks to safeguard patient data confidentiality, integrity, and availability.

  • Oversee regular system backups, disaster recovery planning, and business continuity processes.

  • Ensure secure access controls, audit trails, and system monitoring are consistently enforced.

IT Project Leadership

  • Lead the planning, execution, and delivery of ICT projects including software upgrades, system integrations, infrastructure expansion, and digital health solutions.

  • Manage project timelines, budgets, risks, and stakeholder expectations to ensure successful outcomes.

Stakeholder Collaboration & Business Enablement

  • Partner with clinical, nursing, diagnostic, and administrative teams to identify technology-driven solutions that improve patient care, workflow efficiency, and service quality.

  • Translate clinical and operational needs into effective ICT solutions and system enhancements.

Technical Support & Operations

  • Provide advanced technical support and resolution for complex ICT issues impacting hospital operations.

  • Supervise and strengthen the ICT helpdesk function to ensure timely and effective user support across all departments.

  • Ensure high system uptime, performance optimization, and user satisfaction.

Policy, Governance & Documentation

  • Develop, review, and enforce ICT policies, procedures, standards, and protocols in line with hospital governance frameworks.

  • Ensure proper documentation of systems, processes, and controls.

Budget, Procurement & Vendor Management

  • Prepare, manage, and monitor the ICT budget to ensure cost-effectiveness and value delivery.

  • Evaluate, select, and manage ICT vendors, service providers, and technology partners.

  • Oversee procurement processes, contract negotiations, and service-level agreements (SLAs).

Team Leadership & Capacity Development

  • Lead, mentor, and manage the ICT team, fostering a collaborative, accountable, and high-performance culture.

  • Identify training needs and provide continuous professional development opportunities for ICT staff.

Performance Monitoring & Reporting

  • Monitor ICT system performance, security posture, and user satisfaction metrics.

  • Produce regular performance reports, risk assessments, and improvement recommendations for hospital leadership.

Qualifications & Experience

Experience

  • Minimum of 10 years professional ICT experience, with at least 5 years in a senior ICT management or leadership role, preferably within a healthcare environment.

  • Demonstrated experience in cybersecurity management, network administration, and healthcare IT regulatory compliance.

Technical Skills & Knowledge

  • Strong understanding of healthcare technologies including Electronic Health Records (EHR) and Hospital Management Information Systems (HMIS).

  • Hands-on familiarity with Hyella software is essential.

  • Proficiency in managing cloud infrastructure, enterprise networks, data privacy frameworks, and information security systems.

  • Proven leadership ability with experience managing multidisciplinary ICT teams and large-scale IT projects.
